BID's fraudulent LeakTest detection is "misfiring" because it was never designed to truthfully test for LeakTest's outbound communications. As far as we know, BID has no such capability. Just so you know, WinXP's built-in firewall does not attempt to manage or restrict outbound connections at all. It appears to be a useful firewall for hiding the machine from the Internet it has "stealth mode" unsolicited packet handling , but you will still need to use a good third-party personal firewall if you wish to manage and control outbound connections from your system.
Ensure that the firewall service is running: disabling or stopping the firewall service is not a supported scenario because the firewall provides Windows Service Hardening support. For an example that enumerates firewall rules, see Enumerating Firewall Rules.

This is an entirely different problem since they are an organization that falls under the HIPPA regs. If hardware is a problem get a bunch of refurbs with Win7 already loaded would be a good way to go. Not bad. It seems like updating the machines you can, and replacing the ones you can't is cheap insurance.

DragonsRule This person is a verified professional. It will not protect the machines if they go to an infected site and that site uses some IE or Java or whatever vulnerability to get in. Well, unless that site is being blocked by a rule in the firewall of course - but then they wouldn't get to the site in the first place. From outside, a bit more, because that means it is at least a little exposed to the Internet.
